Giovanni Loaiza was charged with a felony because he had a prior driving while intoxicated conviction in the last 10 years. He was also charged with driving with a revoked license, a Class E felony and refusing to submit to a breathalyzer test.
Loaiza was transported to Westchester County Jail and is due back in court on Jan. 16 at 6 p.m.
